Cyber warfare is no longer a future threat; it is happening right now.  Hackers with ties to Russia have been accused of stealing President Barack Obama’s emails, and North Korea ordered last years attack on Sony Pictures Entertainment.  The U.S. Department of Defense’s security network is constantly probed for vulnerabilities millions of times a day.

Last month Obama signed an executive order declaring that cyber attacks launched from abroad against U.S. targets will constitute a national emergency.  However deterrence has a limited effect, so the DoD has released an updated version of its cyber strategies for engaging online adversaries.
